I didn't know what gram negative bacteria was, so I looked it up on Wikipedia. They listed several strains of gram negative bacteria, including E. Coli. I then looked on kvlab.com and found a list of bacteria that are thought to be killed by chlorine dioxide, and E. Coli was on that long list, as were several other strains mentioned on Wikipedia.
Based on those two websites, it appears that chlorine dioxide can kill several types of gram negative bacteria.

MMS, CDS kill ALL bacteria electrostatically, unlike antibiotics.
