DSMO

Just to be clear and I am just starting the starting procedure, Do I add the DSMO before or after adding the 4oz. of water and when will I start the 3 min. waiting period?

The Starting Procedure does not specify using DMSO. DMSO first shows up in Protocol 1000 Plus. And, the DMSO 3 minute waiting period is not used in current protocols.
